The menu above was made using Cascading Style Sheets not Javascript. It doesn't have to go down the page. It can be made to go across just as easily. Since this works with the HOVER element of style sheets you'll need atleast Internet Explorer 5.0 or newer or Netscape 6.0 or newer.
Add the following code between the <head>...</head> tag pair in your HTML.
Add the following code between the <body>...</body> tag pair in your HTML.
You don't have to use only colors in this menu. You may also use background images and bullets or your own photo.
